However, Secretary Price indicated after a briefing with the President on Tuesday that a national emergency might not be needed.

Giving what was essentially President Donald Trump's first news conference in nearly six months on Thursday, the President reiterated threats to the North Korean government, while taking a softer tone on Russia. Yet experts note the opioid crisis has no end in sight, which complicates the process of declaring an emergency because they are often defined as short-term bursts of action that require measurable outcomes to determine success. Separately, the number of people convicted of trafficking in oxycodone rose sharply from 2008 to 2014, before falling in 2015 and 2016. And it's about time that somebody stuck up for the people of this country and for the people of other countries.

BENNETT: Right. And the president makes the point that Republicans have been talking about scrapping Obamacare for the last seven years.

Despite the emergency declaration, Florida, unlike some other states, hasn't tapped Medicaid to help pay for drug treatment. "Hopefully Kim Jong Un will find another path!"

Public health officials and others concerned about the nation's opioid crisis are pleased with President Trump's intention to declare it a national emergency. "Here at my health department, it's always a struggle to come up with enough". Federal prosecutions have gone down since 2011, but that does not indicate that the Obama administration ignored the opioid epidemic.

CLAY STAMP: It's a call to order and a call to action.

And that may be a low estimate.

For example, her department could use federal funding for more of the overdose reversal medication naloxone. That's been one of the most immediate impacts of emergency declarations in states that have issued them. Arizona's governor declared a public health emergency in June.
